Complaints about Phone Numbers888-221-####

I received a call from this number - 888 221 4165. Name mentioned as Diana from Denver. She mentioned that she is representing for Anthem Blue cross Blue shield. & would like to discuss on a New Program. They do have our personal information where some of which was outdated.

This is the call-back number showing on my phone from PayPal. Is it not legitimate? That would explain why the issue wasn't actually resolved even though two phone calls said it was.
