Who called me from this phone number (916) 234-8583

Said was from Law Enforcement support fund, wanted to count of my support. I said I worked for a local law enforcement training agency and asked him if he was an officer from a local authority. He thanked me for my time and hung up. There was a delay of a second within the exchange. I believe this call was initiated outside the U.S.
