Who called me from this phone number (814) 257-1727

Constant spam calls from this # who insists they're my insurance company. They refuse to stop and call repeatedly everyday, all day. WHY can't something be done to stop these harassing calls? People are interrupted constantly. Elderly & sick people this is especially rough on.
