Who called me from this phone number (703) 698-6382

I got a call from this number and answered because it said US POSTAL SVC. I had left a complaint that my free Covid tests did not arrive last night like they were supposed to & received this call about an hour later. The woman spoke with an accent & told me my package was in another state & arriving to me NEXT WEEK. Was this a fraud? No personal info was given.
