Who called me from this phone number (619) 728-4312

Received multiple calls from this number that I did not answer. After daily calls I finally answered the call - the person claimed to be some health insurance exchange requesting information from me as of a result of a web site inquiry that I initiated. I did not and made that clear to the person placing the call and requested that they remove my number from whatever list they are working from. I further informed the person that they were in clear violation of the do not call list.
