Who called me from this phone number (619) 693-7624

They are pretending to work for an attorney's office. They pretend they will serve you papers at your work or home if you do not pay. They want you to pay set up a payment plan but they will not provide you the legal documents via email or mail. I reported them to the FBI cyber crime unit. Do not give them any money. Report them to the FBI.
