Who called me from this phone number (619) 269-8420

Received a call from a woman with a heavy accent claiming to be from SDG&E saying I qualified for lower rate on my electric bill. I stopped her and let her know that I would follow up with SDGE directly if I needed anything. She hung up. I called the number back and it either does not allow incoming calls or has an immediate message saying this number can't be contacted. Scammers!!
