I believe this is a Vanguard Investments call back number. You call them. They have a wait of greater than 30 minutes so they offer to call you back. This is the number that call back comes from. Of course then you sit and wait for 20+ more minutes before anyone picks up... Or, someone has tapped into Vanguard's system and is stealing SSN's.
