Robo call - "Hi, I'm calling about a recent inquiry for your Sen......" - call stops - to cause you - to "call back" - thus initiating the call - so, they're "off the hook" - if you're on the No-Call-List - because "you called them". NOPE!! I'm NOT the one!!
