It was a robot trying to get a donation to a police PAC. I could faintly hear others in the call center. The technology is getting good enough that it sounds like a real person. But if you try interrupting the spiel with a question she goes on unaffected. That's a robot giveaway.
I have been receiving calls from this telemarketer for years. I have repeatedly requested that they remove my phone number from their call list but apparently the requests have been ignored. I've blocked the number on my phone but they can still leave messages.
