Who called me from this phone number (443) 280-0497

443-280-0497. This number left a message on my cell today. Open enrollment for health care. Weird. The 443 number showed on my recent call list. When I checked visual voicemail, the number showing a 938 number. Message was prerecorded and trying to sell health insurance.
