Who called me from this phone number (415) 403-2346

Claims to be given my phone number by power company to schedule sending a stranger into my home to see if I need LED light bulbs and weather stripping. I told them months ago my home is LEED certified and anything they have would be remedial and unwanted so do not call me. Every few months they pretend they forgot.
