Who called me from this phone number (360) 868-4561

Been getting intermittent calls from this number claiming to be the Mason County Sheriff's Office, either telling me it's a collect call and to fund an account to accept the charges or that it's a free call and I should fund an account anyway. I don't even live in Mason County so I don't know how they specifically targeted my number unless it's all across the state
