Who called me from this phone number (360) 217-4440

Whoever this is, they have been calling me several times a day or over a week despite me being on the Do Not Call list. I can't say whether they are safe or not, but they are seriously annoying. They can't get past my anti-robocall test so I think it's a robocall.
