Who called me from this phone number (323) 745-1783

I believe this is a legitimate bill collecting agency. I called it back, they are called Portfolio Recovery, and I have received legitimate notices from them. They are at least a secondary, or more, who buy collection accounts from the primary lender, card, etc, and try to recover funds.
