I received a call from this number this morning. I didn't answer. The caller ID indicated Consul General. So I ran the number, and it came back to the consulate for the Peoples Republic of China, located here in Los Angeles.
Until it can be proven otherwise, I think we all should consider it a scam. These scammers are very inventive, and it's not out of the question that they would spoof a number like this, even to have the Caller ID show Consul General in an effort to lend legitimacy to the call.
