Who called me from this phone number (978) 774-2143

This call constantly sends out Robo calls from "Heather" promising interest rate reductions, ignoring all "Do Not Call" lists. After trying to ignore multiple calls, finally stayed on the line to talk to someone and asked then to abide by the law and stop calling. Twice they said they'd put me on their do not call list, but alas, they just keep calling. Why can't something be done about these criminals?
