He claimed to be representing Verizon, was doing a survey and then wanted to offer me a discounted phone service. He said there was nothing I had to do and he could reduce my bill by 40%.

Looked up the number and it is shown to be for a Sandra Charles in Arlington, TX SO no idea WHO it really is calling.

Whoever this is, they do not speak. They call repeatedly and when you stop answering, switch to the next number - 972-585-5369, then 972-585-5371. Ten, twenty calls in a row.
