Based on my experience with the Area-Code/Exchange I Strongly believe this could be a SCAM, but cannot verify it. Also based on my experience it does not always do any good to BLOCK these numbers since they usually call from different numbers. If you are receiving calls from the same number repeatedly then, by all means, BLOCK IT!!!
I do one of two things with numbers I do not know. I either let it go to voicemail or send a message that they will be blocked. I receive at least one call a day from the 954 area code. So far I have blocked them all including this one
