This number belongs to an unsuspecting person who does not know a scammer is spoofing his/her phone number to scam people. This happened to me in the 952-890- xxxx phone exchange. I received several calls from local callers, asking why I had called. I had not called and found out that my own my phone number was being spoofed. The scammer calling from out of state, looking for donations for a Police or Fire Fighter Fund. Do give them money, only donate to your local police or fire fighter groups.
