This company is Premium Stationers Inc, AKA Purchasers Choice inc in Chino Ca. They are an office supply (toner cartridge) scam. They trick you into ordering their product and then harass you for payment. Do not Pay them. It is on the FTC website and any product sent can be considered a gift, since it is done by fradulent means. As of Dec 2020 their license is suspended by the Franchise Tax Board of CA and are not legally allowed to do business.
