They are Quality Conservation Services. Send demands and legal papers to their Agent of Service, Alan Rago. His address is list with the California Secretary of State, business entity number C2117238. I will be suing them for violating the Do Not Call list and calling after I told them to stop.

Called me numerous times for scams
Received a call from "PG&E rep" offering to provide an A/C tune up, thermostat upgrade, and LED light fixtures for my house. Something just didn't seem right. I called the number who stated they are QCS, a contractor of PG&E, they offered me their license #. Called PG&E to verify, and their do contract a company by the name of QCS, but this company services homes not in my area. Not to mention, hey had a local phone number that appeared to be a cell phone number. I called the number several times and a new person answered. There was just way too many discrepancies. Red flag.
PGE REP SAYS THEY WILL BE IN YOUR AREA TO MAINTAIN AIR CONDITIONING AND ELECTRICAL BUT DO YOU HAVE SOLAR SO I TOLD THEM NO NO TO EVERYTHING AND GO CALL SOMEONE WHO CARES! THEY CALLED MY WORK PHONE WHICH WAS ODD AS PGE NEVER CALLS YOU FOR ANYTHING AT WORK OR CELL.
