Who called me from this phone number (925) 204-2712

This number has called me countless times. I’ve only answered twice. I’ll say “Hello?” and the other line is completely silent and it hangs up. The second time i answered it I swore i heard breathing and then it hung up after about 5 seconds. It’s very annoying
