Who are these peoples that call every .morning, during the day and at night. Never leave a message. I touch be mistake, it says not in service . Why can't they be charged for calling peoples

Today, 5/11/20, this number text my phone and said “Hello, I believe this is and they had my whole name spelled out with a ? I did not respond because I do not know anyone at this number.
