Who called me from this phone number (914) 573-4249

I received a call from this number on my cell phone 1/23/19 at 6:55pm stating that 'THIS IRS IS FILING A LAW SUIT AGAINST ME AND TO CALL 914-573-4249. I tried to call the number back from a blocked number and it never connected. I googled the number and found this website. I would like to file a complaint against anyone that is doing this to people because if they contact an elderly person it may not turn out in their favor.
