Who called me from this phone number (913) 312-9502

Got a call from 913-312-9502 and caller ID came up as "Victoria's Secret". Out of curiosity I answered and it was a bill collector. Isn't that entrapment of something? Falsely identifying themselves to get people to answer their phones?
