Who called me from this phone number (910) 985-6523

Always starts with " Hi, my name is.... and I'm a social security disability advisor" . I always hang up before hearing anything else and then block the number, but then they call back from a new number later with the same recording. It is getting very annoying. Do Not Call registry doesn't seem to be working.
