Who called me from this phone number (888) 216-3523

PSO 888-216-3523 Prerecorded call alerting us about impending bad weather, high winds, and the possibility that we could lose power, what to do/not to do and a number to call to report outages. Kind of nice, actually, but I assumed it was a spammer so didn't answer. Luckily, PSO was smart enough to actually leave a voice mail. How 'bout that?! :-)
