Unsolicited "Extended warranty" scam. Using language "this is your final notice, you will be financially liable for any repairs to your vehicle if you do not buy our extended warranty". They act like they are from the dealership, and that the "extended warranty" is required. They try to use scare tactics to get less suspecting people to buy their product.
