Who called me from this phone number (866) 718-3305

Private number, I blocked weeks ago, called again this morning. My cell rejected the call but a voicemail message was left. It says he is Joseph Williams saying "his firm (no name) has a complaint that has been forwarded to his office under my name & he states my name and gives me a file number to reference, and it's urgent that I call 866-718-3305 regarding this matter or else, etc etc. This website is the first site I've found that actually states this is a scam. I'm thankful I found it, otherwise he was scary and my phone log says the caller was a "private number" but his voicemail message listed a number to call! Weird..
