This number was left as the callback number on a VM (of which only a portion could be heard) - the "calling from" number on my phone came through as "0". Not fishy at all.
Never had any Federal student loan debt (what this caller references...) and there is no specific Student Loan Forgiveness Program; there are several for different situations.
