They said they were calling from Rochester Gas and Electric (Rochester NY). My phone is from there, but I haven't lived there in 15 years. They are absolutely trying to scam "payments" out of people by threatening them. Girl on the phone with me said, "Don't you get your power from RG&E?" NOPE!!
