Unlikely to be legitimate due to officer or court failing to disclose city and state location for the summons. The call is designed to cause the receiver to believe that they are in trouble, as the investigator claims that they will show up at your residence or workplace if the caller does not contact the number specified. They make it sound as legit as possible, but would have more information if they actually were. If I do call them back, it would be for no other purpose than to vent the week's frustrations on them.
