Foreign voice guy said "Do you remember last time I worked on your computer and you paid $250?" When I said I never had anyone workon my computer or pay $250 he said "Oh come one Harold you remember..." I trhen said "This is a scam" and hung up.

These guys are definitely calling in order to breach your network and steal all of your personal information and confidential information from your computer. They will tell you that they "serviced" your computer but have to go back in for some stupid reason. If you argue fact with them, they argue for a little bit but then hang up after they can't win.
