Who called me from this phone number (844) 653-1500

Got a text message from short code 28200 saying "EDU NOTICE: You're flagged eligible for forgiveness. Call (844) 653-1500 to qualify, or read more here: http://a1352.com/4de03716. Stop to Optout." I called this number and the line was busy. Heard on other scam and spam reporting websites that this number is related to student loan scans, but I cannot be sure because the line was busy.
