This number was previously blocked but the call came through at 7:01pm today. I'm not sure who this is but how did the number get through and I had it blocked already?

I've received a call from this number today, January 31st, 2020. It does not leave a voicemail and just shows up as "United States" Does not show which state. It's tax season so I assume a scam of sorts
