Who called me from this phone number (817) 592-9155

They are using a sophisticated computer response program. It sounds like a real person until you confuse it with an unexpected/unprogrammed question. It is a robocall that cuts off shortly after answering, expecting you to call back. They are trying to sell solar equipment. They are a lead company which transfers the call to a local company for the later sales pitch. They demand you waive your TCPA rights before transferring you.
