Who called me from this phone number (816) 766-1038

I have received more than 20 calls from one of these numbers. The prefix to the number always begins with "7". The first thing they say is that they are calling on a recorded line. Then they ask if I can hear then. I do not answer and hang up - the few times I have answered out of anger. I really wish someone would do something about the group of people.
