Who called me from this phone number (815) 761-2869

I received an automated phone call today from this number @ 11:15am Illinois time. Call stated that legal action would be taken against me if I did not press 9 now. I hung up and call the number immediately back and reached a voice mail to someone named stephanie, but the mail box was full. I also received the same automated message later in the day = 2:30pm from 815-761-2869. I called back and Northern Illinois University picked up and they were shocked when I told them the news.
