Who called me from this phone number (800) 962-6491

This is only 1 number that displays calling for same 'medical grade device' I press 9 to be put on Do Not Call list and it doesn't work. I pressed 1 got a live person and told them this and they just hung up. Said nothing, just dead air. Why does the Do Not Call list not work from the FTC?
