Who called me from this phone number (765) 516-9749

I'm a "paying a monthly bill" Verizon Wireless Customer and I get these calls from unknown callers all the time. I am on the Do Not Call Database yet it doesn't matter. Is Verizon selling Customer numbers only for customers to call & ask for permanent blocks from unknown numbers, excess Services provided by 3rd party companies? What is going on?!
