Who called me from this phone number (760) 223-7599

I received a call from this with recorded message that my name was a point of contact for a person who I have never heard of, although the last name sounded familiar to my old married name! Recording stated if I did not contact them via 855-399-3107 (which appears to be scam number based on internet searches) that I would be submitted to Summons in my city.
