Who called me from this phone number (717) 883-4144

Caller says "Hi, this is Shannon a homeowner's associate on a recorded line". Then the line went dead. Same person who called on another number from a different town in PA. They call every day - sometimes 2 or 3 times. Call back gets "thank you for calling customer service; press 1 to be added to our do not call list". Yeah right.
