Who called me from this phone number (716) 338-4513

these 716 numbers keep calling , I block one and another one comes. what is this?

Received a call from this and 5 other Buffalo NY area phone calls within seconds of each other starting an onslaught of calls that has forced me to put my phone into "do not disturb" mode. The whole situation really seems like a scam, and I would not advise answering. As soon as I rejected one call another would come in. No voicemails left.
