When I picked up, no one was on the other end and the line disconnected. Online call reports say that this is Financial Concepts of America (FCA) which is confirmed upon googling the number, it shows on the FCA website http://www.fca.anallianceforlife.com/about/staff/ , probably offering financial services, which I don't need, I'm not going to answer when I see this caller ID anymore.
