Who called me from this phone number (713) 344-1055

Stern sounding woman left voice mail stating: "Hello, this information is to advise you that recently a transaction was declined by your bank. If you do not want this transaction to be processed,we need you to call in to dispute it. You can reach me directly at 713-344-1055." This makes no sense, if a bank has declined a transaction then it is already not processed. Total scam.
