Who called me from this phone number (678) 866-1315

I did not answer and am not familiar with this phone number. My understanding was my telephone was included on the do not call list. Why am i still receiving calls from strangers? Perhaps penalties and fines should be implemented and enforced so these companies can stop harassing people.
