Who called me from this phone number (669) 210-8437

Some foreign male speaking broken English left a voicemail saying he was from AT&T and that I had an open ticket that needed to be resolved. I did not respond by calling any of the phone numbers left for me to call. I believe it is a guy named Warren Russell who has stalked me for over 20 years and who continuously hacks into my phones and iPads trying to force me into a relationship with him that I do not want and the police will do nothing about this psychotic lunatic.
