This is called a "predictive dialer". It's an automated phone bank that dials up numerous phone numbers while employees sit at the computer. When someone answers the phone, or the system believes the phone is being answered (false answer), the computer screen pops up with your information. Then they begin their talking point. These are ROBO CALLS as well. They are used for all political parties who pay them. And some are just plain old scammers.
