Who called me from this phone number (650) 817-7685

Based on an aid located on the internet advertising the Federal Government will pay for solar installation, had to provide our phone number. From noon to 3:30pm, four calls from #1-650-817-7685 BUT NO MESSAGE LEFT????. Doubt this was a legit ad on Facebook.
